Dr. Raimundo Socorro is a distinguished law enforcement professional and educator with over three decades of experience in public safety, leadership, and academic excellence. His career seamlessly integrates commanding elite law enforcement units, such as S.W.A.T., and directing premier public safety education programs at major academic institutions.

 

As a former Commander of the Miami Police Department’s S.W.A.T. and Hostage Negotiation Teams, Dr. Socorro oversaw high-stakes operations, including dignitary protection, tactical missions, and critical incident management. His strategic leadership reduced operational costs while enhancing team efficiency and public safety outcomes. Over his law enforcement career, Dr. Socorro held multiple leadership roles, commanding units such as Personnel Resource Management, Communications, and specialized task forces, consistently achieving operational excellence and community impact.

 

Equally notable are Dr. Socorro’s contributions to academia and public service education. As the Dean of the School of Justice, Public Safety, and Law Studies at Miami Dade College, he managed one of the nation’s leading public safety training centers. He directed academic and professional development programs, including degree tracks, certification courses, and an assessment center responsible for promotional and entry-level testing. Under his leadership, the center secured significant contracts with public service organizations, developing, administering, and ranking candidates for promotions, ensuring transparency and equity in these critical processes.

 

At Indian River State College, Dr. Socorro further advanced public safety education as Dean of Public Service Education and later as Director of International Training and Programs. Overseeing one of the most comprehensive public safety training complexes in the nation, he led efforts to provide advanced training for first responders and fostered international collaborations to elevate the standards of public safety worldwide.

 

Dr. Socorro’s expertise extends globally, consulting and training agencies in tactical operations, leadership, and procedural justice. His passion for education and public service reflects a commitment to bridging the gap between law enforcement and the communities they serve. With a robust portfolio of achievements in law enforcement and education, Dr. Socorro exemplifies the fusion of field expertise and academic innovation, making him a valuable leader and advocate for public safety excellence.

Shawn L. Schwaner, Ph.D., MBA, is a strategic leader with over 30 years of experience in corporate leadership, teaching, consulting, and sales. He has a strong background in business development, relationship-building, and client-focused solutions. His expertise spans across corporate learning, sales and marketing, workforce development, and research.  Dr. Schwaner has been a professor for over three decades with an emphasis in violent crime, policing, and community building.

• Professor and Trainer: Extensive teaching experience, has served as a trainer for police on a multitude of topics, author of 8 books, and a keynote speaker.

• Corporate Leadership: Developed learning programs, strategic partnerships, and sales processes.

• Research and Writing: Published articles on crime and violence, conducted research, and served as an expert witness violent criminal cases.

• Community Engagement: Led community building initiatives and served on various boards.

 

He holds a Ph.D. in Sociology, an MBA, an MSCM, and a Master of Science in Conflict Management. He has received multiple awards for his teaching and leadership.

Jose R. Ramirez is a seasoned law enforcement professional with over three decades of experience spanning various high-stakes roles. Currently serving as a Sergeant in the Training Section at Florida International University Police Department, he oversees critical training programs, develops lesson plans, and leads specialized teams such as the Incident Containment Team and Dignitary Protection Details. Jose is also a distinguished instructor for the National Tactical Officers Association, where he specializes in SWAT and Active Shooter Response training.

 

Throughout his career, Jose has held multiple leadership roles within the Miami-Dade Police Department, including as a Sergeant in the Narcotics Bureau, Warrants Bureau, and Special Patrol Bureau, leading operations that required collaboration with federal agencies like the FBI, DEA, and ATF. His tactical expertise extends to dignitary protection, rapid deployment, and high-risk search warrants, honed through his involvement in the Miami-Dade Police Department’s Rapid Deployment Force and Tactical Narcotics Teams.

 

In addition to his domestic experience, Jose brings valuable international insights, having conducted tactical training courses for law enforcement agencies in countries such as Colombia, Mexico, and Brazil. His extensive certifications, including Active Shooter Preparedness, Tactical Life Saver, and SWAT training, complement his hands-on experience and reflect his commitment to advancing law enforcement training. His dedication to public safety, combined with his teaching roles at Miami-Dade College and as an independent contractor, underscores his mission to enhance tactical response capabilities across local and international police forces.
